APPG Secretariat, Administration and Funding
The Loan Charge and Taxpayer Fairness APPG is a group consisting of UK Parliamentarians who are concerned about the controversial Loan Charge legislation and believe in taxpayer fairness.
The Secretariat is provided by the Loan Charge Action Group, which is the campaign group of those affected by the Loan Charge and associated HMRC action. LCAG was set up in 2018 and is a membership organisation, with members paying an annual fee to be part of the group, to represent all those facing the Loan Charge and associated action. LCAG has no other sources of funding other than the membership subscriptions. As with other campaigning APPGs, the Loan Charge and Taxpayer Fairness APPG exists to enable Parliamentarians to better represent constituents facing the Loan Charge and to raise the injustice faced by those affected.
The Secretariat is run on behalf of LCAG, jointly by a professional public affairs consultancy and by LCAG volunteers. The only funding for the APPG is to cover the professional services, including organising and servicing the APPG, handling administration and APPG meetings and writing APPG reports and other documentation. All decisions as to what activity the APPG undertakes is taken by the APPG Co-Chairs and Officers, the Secretariat then delivers the APPG activity according to these decisions. The main point of contact for the APPG is the office of Sammy Wilson MP, as the nominated Co-Chair.
The funding for the Loan Charge and Taxpayer Fairness APPG is provided from the Loan Charge Action Group, whose only source of income is membership subscriptions. All funding pays for the work and administration of the APPG, as directed by officers. No funding goes to Parliamentarians, not does the APPG organise any trips or events other than APPG meetings and Parliamentarians do not benefit in any way as a result of being a member of the APPG. The funding is declared according to APPG rules and published on the register of All Party Groups.
